Fractional HR Leadership

Fractional HR Leadership & Fractional CHRO Services.

BloomGuarden provides senior HR leadership for companies of roughly 50–500 employees that need an executive-level people partner without a full-time CHRO. Leadership priorities and functional execution are agreed for each engagement. We support employers across the United States, including multi-state teams.

    Who it's for
Growing employers that need a Fractional CHRO or outsourced HR leader, not another administrator.
    The problem
HR decisions are landing on the CEO or finance, and a full-time CHRO is not yet the right hire.
    What you receive
A senior HR leader who sets direction and executes, backed by BloomGuarden specialists, scaled up or down as you grow.

    Choosing the Right Model

Fractional HR, outsourced HR, or a full-time HR executive?

    Fractional HR leadership

    Best when

You need senior judgment on organization, managers, policy, and risk — and someone accountable for the people plan — but not a full-time executive yet.

    Keep in mind

Time is shared, so priorities must be clear. Day-to-day transactions still need an owner or a provider.

    HR outsourcing or a PEO

    Best when

The main need is running transactions: payroll processing, benefits administration, and routine employee requests.

    Keep in mind

Transactions are handled, but strategy, manager capability, and organization design usually remain with leadership.

    Full-time HR executive

    Best when

The people function needs a dedicated leader every day, with the scale and budget to support the role.

    Keep in mind

A senior search takes time. A fractional leader can stabilize the function first and define the role.

    Common Questions

    What leadership teams typically ask.

What is a fractional HR leader?+

A senior HR practitioner who serves as your company's HR leader on a part-time basis. They own the people plan with your leadership team — organization, managers, policies, compliance priorities, and HR operations — with BloomGuarden's specialist bench behind them.

Is fractional HR the same as a fractional CHRO?+

The terms overlap. Fractional CHRO usually signals board- and executive-level work; fractional HR leadership also covers building the function underneath. We scope the level to what the business needs now.

When does a company need fractional HR instead of a full-time HR executive?+

Usually when the company has outgrown ad-hoc HR — often in the 50–500 employee range — but does not yet need, or is not ready to hire, a full-time senior HR executive. Growth, a new state, leadership change, or a transaction are common triggers.

How is fractional HR different from HR outsourcing or a PEO?+

Outsourcing and PEOs mainly run HR transactions such as payroll processing and benefits administration. Fractional HR leadership provides senior judgment and accountability for how the people function supports the business. Many companies use both.

How much time per week is typical?+

Most engagements run between a half day and two days per week, scaled to the business and the moment.

    Do you support multi-state employers?+

Yes. BloomGuarden supports employers across the United States, including teams with employees in multiple states. Multi-state payroll and registrations are handled with our Payroll / HRIS team.

Can you cover specific projects without an ongoing retainer?+

Yes. Many clients start with a defined project — diligence, an org redesign, a policy reset — and move into ongoing partnership.

How is this different from a recruiter or staffing firm?+

We are not placing a permanent CHRO. We provide a senior HR practitioner who acts as your HR leader on a fractional basis, with a team behind them. When you are ready for a full-time HR leader, our recruiting team can run that search.

What does fractional HR leadership cost?+

Each engagement is scoped to the company's size, needs, and time commitment. After an initial conversation, we share a written proposal.

What happens in the first few weeks?+

We spend two to three weeks in structured conversations with leadership and reviewing the current people function, then deliver a short written plan for what to address now, next, and later.
